A System for Defining Required Defence Capabilities

The lecture explains the purpose of capability-based planning, its place in the system of defence management, and main methodological requirements to capability oriented defence planning. It provides analysis of two systemic procedural and organisational solutions, designated for implementation in Bulgaria’s defence ministry. Finally, it presents key requirements to the process of definition of required defence capabilities and examples for their realization.
